www-apps/postfixadmin: Bump to 3.1, Remove xmlrpc

Version bump to 3.1.

Remove xmlrpc as dev-php/ZendFramework is destined for tree cleaning
(bug 604182).

Inherit eutils (bug 505926) to clear error regarding missing
path_exists.
