sys-devel/distcc: revbump, fix whitelist libdir

pass --libdir=/usr/lib to configure unconditionally

distcc was looking for whitelist symlinks in lib64
(dcc_check_compiler_whitelist) CRITICAL! no /usr/lib64/distcc
