dev-perl/Template-Toolkit: Bump to version 2.270.0

- EAPI6
- Parallel Testing ( Upstream now has hack to support the needed
  non-parallel tests executing serially )
- Purge bad tests

Upstream:
- Fix regex in uri/url filters removing double quotes as per
  RFC3986
- Use testrules.yml to run compile*.t sequentially
- Add "empty" vmethods for scalar/list/hash
- Add --envvars option to tpage
- Add Template::Toolkit module (for indexing reasons)
- Fix warnings and typos.
