dev-lang/php: restore php-7.0.15 temporarily.

Due to a getrandom() detection bug, php-7.0.16 doesn't work with older
pre-3.17 Linux kernels. Let's put 7.0.15 back until that is resolved.
The best reference I have at the moment is the discussion on the
upstream commit:
