media-video/vlc: Fix build with libav-11.7, add USE=gstreamer

Gentoo-bug: 556606, 593460, 594126

Ebuild based on updated 2.2.9999, fixes some more bugs.
Because who knows when there will be another release.
Raises libdvbpsi dependecy to >=1.0.0.
