dev-embedded/arduino-builder: add package

This package is needed for the bump to dev-embedded/arduino to 1.8.5.

Mostly based on maurerpe's fine work at
https://github.com/maurerpe/arduino-overlay/tree/master/dev-embedded/arduino-builder
but with a "vendor" approach to golang dependencies.
