sys-kernel/kpatch: bump version to 0.7.1

- Install files necessary for kpatch-build into /usr/share/${PN}/patch/
- Remove USE=doc as there is only one not very big document in doc/ and
nothing to compile.
- Install man pages.
- Remove redundant dependency on openssl.
