dev-ruby/facter: ebuild cleanup

Cleanup:
- do not use ${S} set by ruby-ng.eclass
- correctly generate facter.rb, FACTERDIR environment variable is no
  longer required
- remove no longer needed environment file
- remove no longer needed multilib magic
