www-apps/redmine: version bump and fixes

Bump to 3.3.7 and 3.4.5. Branch 3.2 support officialy discontinued,
removed. Fixes dependencies conflict that prevents launch application
with installed but unsupported gems (#645178 and #652880). Fixes bug
when fresh installation cannot be configured.
