dev-util/sysdig: Bump to 0.24.0, with new license

Most important changes in 0.24.0:
- userspace switched to Apache-2.0 license,
- kernel module switched to || ( MIT GPL-2 ) license,
- complete IPv6 support,
- loginuid support.
