media-libs/ming: Bump to 0.4.7

Fixes giflib-5 support, #450610. Fixes linking to -lgif when building
Python module. Ebuild bumped to EAPI=6, dropped autotools-utils.
Upstream switched to snapshots, so added necessary eautoreconf
and parallel make issue workaround.
