* disable PHP bindings (previously automagic)
* fix broken Python bindings handling
* fix 'static-libs' handling
* add 'cxx' C++ bindings generation
* add 'flac' FLAC encoding generation
* disable Matlab bindings (previously automagic)
* disable libzzip encoding generation (previously automagic)
