* Add new abstract PhaseCheck class for ebuild phase-specific checks.
* Reimplement SrcUnpackPatches using PhaseCheck.
* Add new SrcCompileEconf, Eapi3IncompatibleFuncs, and Eapi3GoneVars checks.
