mail-client/roundcube: New 1.3.0 ebuild

 - Increase deps versions
 - Add warnings about needing to run ./bin/install-jsdeps.sh post
   install or upgrade to pkg_postinstall and POST-UPGRADE.txt
 - Mask all arches
 - Add :TODO: note about missing qrcode ebuild dep
