dev-python/venusian: Version bump, fix tests

Update the nosetest command for newer nosetest versions.
Tests now pass correctly.
Bump the package using git commit since upstream doesn't seem to be making releases.
Add python 3.5, 3.6 to PYTHON_COMPAT.
