net-dialup/xl2tpd: EAPI 6 bump and other improvements.

This commit:
* adds myself as well as the proxy-maint project to metadata.xml.
* bumps xl2tpd to 1.3.9.
* bumps the EAPI to version 6.
* cleans up the ebuilds and improves its overall quality.
