dev-perl/TAP-Parser-SourceHandler-pgTAP: Remove POD Author Tests/Deps

Oldest version needed POD test cleaning, but all subsequent
versions have the tests upstream.

Alas, suprious dependencies were still present pulling Test-POD
into graph.
