Add new collection manager ebuild from the sunrise overlay (bug #139940); thanks to Tiziano Müller <gentoo@dev-zero.ch> for the original ebuild, and to Jakub Moc, Dawid Węgliński, Thomas Sachau, and Markos Chandras for helping maintain it in sunrise.
