games-arcade/xbill: add missing dependency; EAPI=7

- Add media-fonts/font-misc-misc and acct-group/gamestat to RDEPEND.
- mv configure.in configure.ac (see bug 426262).
- QA issues (permissions of /var/lib/xbill/scores).
