sys-libs/compiler-rt-sanitizers: Backport glibc-2.26 patches to 4.0.1

Backport the two patches that fix glibc-2.26 compatibility to the old
4.0 branch. No revbump since the issue was exposed during build time.
Thanks to Sergei Trofimovich for pointing the relevant commits out.
