dev-util/buildbot: Version bump, removed doc use flag

Docs generation has been broken last several versions,
blockdiag dep is failing tests.
Bump EAPI.
Add RUNTIME_PYTHON setting in /etc/conf.d/buildbot to
control the desired python version used.
