sci-physics/geant-vmc: Ebuild fixes and updates.

- Bump to EAPI 7 (revbump).
- Block >=sci-physics/geant-4.10.05 for
  =geant-vmc-4.3.6.
- Correct dependency on sci-physics/root[c++11].
- Add missing dependency on sci-physics/root[vmc].

Package-Manager: Portage-2.3.69, Repoman-2.3.16
