sys-libs/glibc: update patchset, bug #627338, bug #592300

Two changes in the patchset:
- #627338: add 'files' fallback to nsswitch.conf entries
  as glibc-2.26 is deprecating 'compat' entries.
- #592300: make locale-get parallel by Tobias Klausmann
