Upstream:
- Fix domain_to_ascii AllowUnassigned param
- Fix domain_to_unicode AllowUnassigned param
- Fix warnings with perl <5.8.7
- Workaround bidi validation in ::UTS46 on perl 5.8.x/5.10.x
- Fix validation in ::UTS46 for some non-valid characters
- Remove workarounds for pre-9.0.0 test vectors in ::UTS46
- Update to Unicode 10.0.0
