dev-lang/php: new 5.6 and 7.0 revisions to clean up metadata cruft.

The SRC_URI handling in our current ebuilds was a bit
over-complicated. I've reorganized all of the metadata (KEYWORDS,
SRC_URI, etc.) so that it's easier to understand. There were also some
superfluous environment variables that have been removed.
