dev-perl/libvorbis-perl: Enable tests

- EAPI6
- Enable tests

Note: tests are broken, and expose a double free()/corruption bug
(https://rt.cpan.org/Ticket/Display.html?id=30534), and will probably
end up removing this package as a result.
