dev-libs/fampp2: Fix building with GCC 6 and -Werror=terminate

Gentoo-bug: 595308
* EAPI=6
* Fix buildsystem properly, remove all the seds
* Fix building with GCC 6, due to changed noexcept semantics
* Remove 'eutils.eclass'
* Disable building of static libraries
