dev-perl/XML-Compile-SOAP: Bump to version 3.240.0

Upstream:
- Fix ::XOP::Include file-reads always die()'ing
- Fix ::XOP::Include not enforcing raw mode
- Add 'Host' to header
- Add RPC style header with type part
- Fix ::Server::compileFilter failing with empty RPC bodies
- Fix use of experimental keys on scalar
