Revert "x11-proto/xcb-proto: stable 1.13 for ia64, bug #651286"

This reverts commit e86104c58b1fc26f9ed38421125fdfbc2a1d46a2.

I mistakenly included this in the package list. It will be stabilized
separately with the corresponding libxcb.
