sys-devel/binutils: backport ia64 binary section merge, bug #699180

Single new patch:
- Fix ld/PR25316 for the ia64 target by refusing to support binary merging.

Should help =dev-libs/glib-2.60.6 test suite to embed .xml files into data
section.
