sys-libs/glibc: add sysconfdir and localstatedir.

  In Prefix, ${prefix} != /usr, sysconfdir defaults
  to ${prefix}/etc and localstatedir to ${prefix}/var.
  which results in EPREFIX/usr/{etc,var}.

  This commit avoids that.
