sys-kernel/linux-headers: unpack tarball once

Arfrever noticed that linux-headers is unpacked twice:
    gentoo-headers-base-5.0.tar.xz
    gentoo-headers-base-5.0-bug-679630.tar.xz

It was unintentional. The change updates SRC_URI to refer
only to updated tarball.
