Add nodraftwatermark option and ifdraftwatermark macro.

Also:
* Rename mydraftwatermark -> xdraftwatermark.
* Give \draftmarksetup example based on Travis Hoppe's thesis.
* Add missing \DUTif... versions of user-visibile \if... macros.
