Subject: [PATCH] dev-util/mingw64-runtime: use $(alt_prefix) when
 cross-building

It's one of the steps to be able to cross-build 'dev-util/mingw64-runtime'
("CBUILD != (CHOST = CTARGET)" case).

Noticed by Marty E. Plummer.
