This will show one or two entries per accepted/rejected motion thread:

1. The initial proposal will always be shown.
2. If there was a "this proposal was accepted/rejected" post, that is
   shown too.

If folks follow my suggested:

  [{project} {status}]: {motion description} (+{LGTMs} -{REJECTs} #{ABSTAINs})

subject template, you won't even have to visit the message to see the
vote breakdown.

So folks can find open votes at a glance and see the results of past
votes.  New tags are:

* oci::motion for the initial proposal
* oci::motion-accepted for the initial proposal once it has passed.
  I'm also using this for a "this proposal was accepted" message if
  one was sent to the list.
* oci::motion-rejected for the initial proposal once it has been
  rejected.  I'm also using this for a "this proposal was rejected"
  message if one was sent to the list.

The pages linked via searchin/dev/messageid contained a "Search all
groups" link pointing at the search/messageid URL.  There's no reason
to restrict OCI discussion tagging to a single list (although dev is
currently the only group I know about), so go with the more general
URL template.
