preggy-9999.ebuild: Bump to EAPI 6 and git-r3

There were no changes impacting this ebuild [1].

I've also compared preggy's setup.py since I last checked (e7f3557,
1.1.2-1-ge7f3557) to the current tip (9d623d3, 1.3.0), and there were
no dependency changes.
