cvsimport: avoid "use" with :tag

Avoid "use POSIX qw(strftime dup2 :errno_h)"; it was reported
that a Perl installations on Mandrake 9.1 did not like it, even
though it understood "use POSIX qw(:errno_h)".  Funny.
