package.mask: Last rite dev-python/*, m-needed, no-revdep, py2-only

Last rite a bunch of dev-python/ packages that have no maintainer,
no reverse dependencies and no declared support for Python 3.  Includes
a few packages found recursively to depend only on those removed.
