devel/check-out-of-tree-build.sh: consistent naming, consistent quoting

Renamed from out-of-tree-build-check.sh to be consistent with
other files in this directory.

Fixed quoting in "$srcdir" usage for additional robustness, other
quoting changes for consistency.
