toolchain.eclass: make ${GCC_CONFIG_VER} != ${GCC_RELEASE_VER} nonfatal

dev-lang/gnat-gpl uses ${GCC_CONFIG_VER} to override exposed gcc
version. Let's keep it nonfatal until ada ebuilds are fixed.
