+Subject: Prevent installing Changes.pod as $INC[...]/Set/Changes.pod

+Currently, `Changes.pod` installs into `@INC` using the traditional
+method used for installing  `*.pm` , `*.pl`, and `*.pod`
+
+This is the simplest fix that works by filtering the `blib/` to `/`
+copy in ExtUtils::Install
+
