+`message-insert-formatted-citation-line' converts the date of the\r
+message being replied to into Emacs time (a list of two integers) and\r
+then uses `format-time-string' with the result.\r

+All of the timezone information from the original header is lost during\r
+the conversion to Emacs time.\r

+Do we typically just open an upstream emacs bug in such cases?\r
