interfaces:web:web: use bugdir_bug_comment_from_user_id() in CFBE.

This gets CFBE working with:

    Rewrite commands to use bugdirs instead of a single bugdir.

I'm not sure how much work it would take to rewrite CFBE to use
multiple bugdirs.
