dev-perl/CDB_File: Bump to version 1.20.0

- EAPI7
- Disable parallel tests
- Add better error handling in src_prepare
- Remove Empty variable assignments

Upstream:
- Fix filedescriptor leak in CDB_File
- Croaks if atomic rewrite of temp file to final file fails
- Optimize cdb_hashadd as an inline macro
- Add support for returning COW PVs
