app-emulation/xen-tools: add Tomáš Mózes as proxy-maintainer

Tomáš Mózes is an active XEN user and help maintaining
XEN packages in Gentoo Linux, he contributed a lot!

I'm quite happy to add him as the proxy-maintainer.
