2.1.10.30 version bump. This adds support for repoman --echangelog=y to
update copyright dates in all changed files, and has support for a new
metadata/layout.conf "update-changelog" setting that enables repoman
--echangelog=y automatically (already enabled in the gentoo-x86).
Bug #381649 tracks all bugs fixed since portage-2.1.10.11.
