sys-firmware/seabios: Support USE=-binary on non-x86

For non-x86 platforms, building from source can be done using a
cross-compiler provided by crossdev.

Also adjusts arch package.use.{force,mask} as appropriate.

Tested on a Talos II / POWER9 running ppc64
