Let core.attributesfile default to $XDG_CONFIG_HOME/git/attributes

Let core.attributesfile default to $XDG_CONFIG_HOME/git/attributes

This gives the default value for the core.attributesfile variable
following the exact same logic of the previous change for the
core.excludesfile setting.
