dev-perl/Benchmark-Timer: Bump to version 0.711.200

- EAPI6
- Remove lots of upstream silly author-tests generated at install time
- Remove lots of unhelpful author-time plugins
- Move delta.pl to USE="examples" instead of installing to @INC
- Enable parallel tests

Upstream:
- Fix for '.' in @INC
- Fix Makefile.PL warning
