Bump to version 0.15

Changes since 0.14:
* Rename mydraftwatermark -> xdraftwatermark
* Added nodraftwatermark option and ifdraftwatermark macro
* Added pagebreak and nopagebreak options
* Added missing \DUTif... versions of user-visibile \if... macros
* Refactored makeapprovalform
* Added LyX layout drexel-thesis.layout
* Bundled USEFUL_PACKAGES pulled from the local TeX installation
* Give \draftmarksetup example based on Travis Hoppe's thesis
